CTO ANALYSIS
Running in several availability zones does not answer how employees, customers, or operators reach the service during a regional connectivity failure. Recovery design should include those paths explicitly.

Model the people as well as the servers
List the networks used by customer support, incident commanders, and privileged operators. Check whether emergency communications and identity recovery depend on the same connectivity as the affected product. A technically healthy service may still be unusable if the people responsible for it cannot authenticate or coordinate.
Choose a useful degraded mode
For each important workflow, decide what can continue with delayed data or intermittent access. Avoid treating every function as equally critical. Document which actions must stop to protect correctness and which information can remain read-only. These choices need product ownership because they change the user experience during an incident.
Exercise a missing dependency
Run a tabletop in which the primary operator network or external identity service is unavailable. Verify access to runbooks, contacts, and status communication. Record the first step that cannot be completed and assign an owner. Recovery confidence should come from demonstrated paths, not from the geographic names on an architecture slide.
