Key Location Is Only One Part of Data Sovereignty

Sovereignty requirements become more actionable when expressed as separate controls. Key custody, key use, data storage, plaintext processing, and operator access should not be collapsed into one regional checkbox.

CTO ANALYSIS

Sovereignty requirements become more actionable when expressed as separate controls. Key custody, key use, data storage, plaintext processing, and operator access should not be collapsed into one regional checkbox.

Recent context: Cloudflare published the linked announcement on 2026-10-23. The discussion below is CTO Tech Times analysis, rather than a claim of hands-on testing.

Turn the requirement into a test

For each sensitive workload, specify who may unwrap a key, where plaintext may exist, and how an auditor can verify the restriction. Assign responsibility for exceptions and emergency access. A claim that data stays in a region is too broad to operate unless the relevant data and operations are identified.

Review the failure behavior

Ask what happens when a region-specific key service is unavailable or receives inconsistent metadata. A protective control may intentionally reject traffic rather than use another region. That is a meaningful availability trade-off and should appear in the service’s recovery objectives and customer expectations.

Plan the migration as an operating change

Inventory cryptographic dependencies before selecting a replacement. Test rotation, rollback, and evidence collection in a non-production environment. Involve security and the workload owner in the same review. A newer algorithm can be valuable, but the maintainability and verifiability of the complete key-management process determine whether the restriction remains credible.
